We are seeking an RSSC Satellite Analyst for the RSSC-West Commercial Cell. In this role you will focus on COMSATCOM lease management and commercial Electromagnetic Interference / Radio Frequency Interference (EMI/RFI) work. You will help DoD customers get the commercial satellite capacity they need, keep track of the leases already in use, and make sure interference affecting commercial satellites is identified and reported.

Responsibilities

  • Provide customer service and COMSATCOM subject matter expertise within the RSSC-West Area of Responsibility (AOR), maintaining situational awareness of the COMSATCOM contracts and leases in use and a knowledge base on commercial satellite constellation coverage and status.
  • Support DoD and mission partner customers in acquiring COMSATCOM capabilities, including help defining and shaping their requirements.
  • Provide local AOR teleport availability planning and frequency clearance support, as applicable, coordinating with the cognizant frequency manager.
  • Develop and submit Satellite Access Requests (SARs) and Satellite Access Authorizations (SAAs), including access times, points of contact, terminal look angles, satellite orbital location, and transmit/receive carrier parameters and frequencies.
  • Develop reports detailing the status of Gateways and Teleports and applicable terrestrial infrastructure.
  • Support and report on EMI and RFI through proper channels, covering DoD reference emitters, current DoD transmissions to commercial satellites, and network owner/operator geolocation results.
  • Engage with the COMSATCOM community of interest to support EMI monitoring, detection, characterization, and geolocation, and document trends in EMI events affecting Commercial SATCOM.
  • Monitor COMSATCOM system health, status, and potential threats, such as Commercial SATCOM EMI reports, Notices to Space Operators (NOTSOs), and status messages on NIPRNet and SIPRNet.
  • Monitor COMSATCOM usage to identify satellite or system anomalies and other noteworthy operational events, and provide telephony and troubleshooting assistance in support of the RSSC-West 24/7 mission.
  • Help develop and update Commercial SATCOM standard operating procedures, and collaborate with all designated entities to support Space operations.

Required Qualifications

  • High school diploma and 6 years of relevant SATCOM experience as a SATCOM technician, controller, communications planner, or network operator in a military or commercial environment.
  • Working knowledge of communication principles and SATCOM theory, including RF link parameters, carrier frequencies, and terminal look angles.
  • Knowledge of COMSATCOM systems, capabilities, and delivery methods.
  • Excellent written and verbal communication skills and exceptional customer service skills, with the ability to work directly with military and government customers.
  • Proficiency with Microsoft Office (Excel, Word, PowerPoint, Outlook).
  • Ability to work full-time on site at Peterson Space Force Base, Colorado Springs, CO.
  • Active TS/SCI clearance; #qinetiqclearedjob

Preferred Qualifications

  • Bachelor's degree in a technical or related discipline.
  • Security+ or another DoD 8140-compliant cybersecurity certification.
  • Prior experience with an RSSC, the SIOD, a SATCOM System Expert (C-SSE), or Commercial SATCOM operations.
  • Knowledge of current COMSATCOM vendors, technology, and business models.
  • Hands-on experience with the SAR/SAA process.
  • Experience with EMI/RFI monitoring, characterization, or geolocation.
  • Experience supporting COMSATCOM lease management or acquisition.
  • Familiarity with Joint and DoD SATCOM processes and operations.
