Position Overview

QinetiQ US is seeking a Strategic Advisor to support technical projects for a government client. The highly motivated candidate will provide leadership and guidance through knowledge, experience, and their ability to effectively manage and oversee current and emerging Research, Development and Technology projects across multiple portfolios. The candidate will help identify critical warfighter needs, initiate new projects, and provide program management and technical expertise in project execution to deliver impactful capability to the warfighter quickly.

 

The Strategic Advisor's primary responsibilities are to guide and support the Chief Technology Officer's engagements with industry, academia, national labs, and financial firms in direct support of studies and new projects.   This position will also lead program engagements with multiple Services to foster program integration and operationalization and work closely with system engineers to integrate and identify new technology for exploration.  

 

Responsibilities

  • Interact with industry, academia, National labs, FFRDCs, UARCs and non-traditional organizations to leverage existing capabilities in new and innovative ways
  • Provide routine administrative support to the Chief Technology Officer (CTO) including but not limited to scheduling meetings/engagements, industry days, coordinating with vendors to develop performance work statements, concept of operations, technology insertion etc. 
  • Knowledge of RDT&E ecosystem for DoD and IC applications 
  • Responsible for providing day-to-day support to CTO 
  • Engagement with government program managers,  stakeholder community, understanding of detailed technical characteristics of new and existing technology 
  • Detailed knowledge and experience with the different types of technology across multiple domains, Air, Land, Sea, Space 
  • Track and manage studies portfolio, funding, contracts and performance for multiple efforts. 
  • Experience with rapid prototyping of new or modified military technologies to include program execution, test, and transition management
  • Experience with acquisition management of current and future projects, including the total cost, schedule, and performance.
  • Experience providing critical support in multi-disciplinary, multi-agency integrated product team of professional acquisition personnel across multiple sites nationwide.

Required Qualifications

  • TS/SCI-Eligible - Currently hold an active TS/SCI or have held an SCI and have been debriefed in the last 24 months; #qinetiqclearedjob
  • Bachelors in Engineering, Physics,Statistics, Computer Science or Science
  • Experience working in a TS/SCI/SAP environment
  • Minimum of 20+ years of program management, operational, and/or analytical experience
  •  Proficient in program management, systems engineering, and an in-depth knowledge of (1) Long Range Fires, (2) Autonomy and Artificial Intelligence, (3) Space, (4) Cyber, (5) Kill Chains and (6) Command and Control systems 
  • Proficient in MS PowerPoint, excel and/or other equivalent program management tools.
  • Excellent communication skills, ability to work in a team environment, and be independently motivated.
  • Travel up to 25% of the time to CONUS and OCONUS locations (Alaska, Hawaii, UK and EUROPE)

Preferred Qualifications

  • Acquisition or government program management experience highly desired
  • Self-starter mentality combined with proficiency in supporting execution of DoD projects
  • Experience developing MS PPT briefing products and white papers
  • Good organizational skills with experience coordinating large meetings both in-person and virtual
  • Proactiveness with ability to identify and resolve problems or issues in a timely fashion 
  • Master’s degree
  • Pervious Service (Any Branch) 
  • Previous experience supporting Chief Technology Officers desired
