Position Overview

QinetiQ US seeks an experienced Senior Technical Writer to support the Law Enforcement Agency operations. This role is responsible for creating, editing, and maintaining comprehensive technical documentation including user guides, standard operating procedures, training materials, and technical reports. Although we will consider candidates from outside the immediate space, a background in national security or Congressional engagement is strongly preferred. Must have demonstrated experience explaining complex technical concepts in plain language to federal government clients.

 

Your expertise in technical writing, documentation management, and information architecture will be instrumental in ensuring clear, accurate, and accessible documentation for agency operations, analytical tools, and data systems. You will work closely with federal stakeholders, subject matter experts, analysts, and developers to translate complex technical information into user-friendly documentation that supports strategic initiatives and operational effectiveness. 

Responsibilities

Documentation Development & Management 

  • Develop, write, and maintain comprehensive technical documentation including user manuals, standard operating procedures (SOPs), system documentation, and quick reference guides for law enforcement agency systems and analytical tools 
  • Create and update technical specifications, process documentation, and workflow diagrams for immigration enforcement operations 
  • Develop training materials, knowledge base articles, and online help content for  decision support tools and data systems 
  • Maintain documentation repositories and ensure version control across all technical documents 
  • Establish and enforce documentation standards, style guides, and templates for  enterprise 

Content Strategy & Information Architecture 

  • Design and implement information architecture strategies for technical documentation libraries 
  • Organize and structure documentation to ensure accessibility and ease of use for diverse user audiences 
  • Develop documentation roadmaps and content strategies aligned with project lifecycles and system implementations 
  • Create and maintain documentation taxonomies, metadata schemas, and content management frameworks 
  • Conduct content audits and gap analyses to identify documentation needs and improvement opportunities 

Stakeholder Collaboration & Requirements Gathering 

  • Collaborate with analysts, data scientists, developers, and federal stakeholders to gather technical information and understand documentation requirements 
  • Conduct interviews and working sessions with subject matter experts to capture technical knowledge and operational procedures 
  • Partner with unit teams to document statistical methodologies, data quality processes, and analytical workflows 
  • Attend project meetings and technical discussions to stay informed of system changes and documentation needs 
  • Serve as documentation liaison between technical teams and end users 

Technical Editing & Quality Assurance 

  • Review and edit technical content for accuracy, clarity, consistency, and adherence to style guidelines 
  • Perform quality assurance reviews of documentation to ensure technical accuracy and completeness 
  • Edit statistical reports, analytical briefings, and executive summaries for clarity and readability 
  • Ensure documentation meets federal requirements, compliance standards, and accessibility guidelines (Section 508) 
  • Develop and implement documentation review and approval processes 

User Experience & Usability 

  • Design documentation with user-centered principles to enhance comprehension and usability 
  • Create visual aids including diagrams, flowcharts, screenshots, and infographics to supplement written content 
  • Develop interactive documentation and multimedia content when appropriate 
  • Conduct usability testing of documentation and incorporate user feedback for continuous improvement 
  • Ensure documentation is accessible to users with varying levels of technical expertise 

Documentation Tools & Systems 

  • Utilize documentation platforms such as Confluence, SharePoint, and other content management systems 
  • Leverage authoring tools including Microsoft Office Suite, Adobe Acrobat, Visio, and diagramming software 
  • Support implementation and optimization of documentation management systems and workflows 
  • Create and maintain documentation templates and standardized formatting tools 
  • Explore and recommend new documentation technologies and tools to improve efficiency 

Training & Knowledge Transfer 

  • Develop training materials including presentation decks, participant guides, and training videos 
  • Support creation of e-learning modules and interactive training content 
  • Facilitate documentation training sessions for team members and stakeholders 
  • Provide guidance and mentorship to junior technical writers and documentation contributors 
  • Document lessons learned and best practices for organizational knowledge management 

Project & Documentation Management 

  • Manage multiple documentation projects simultaneously with competing priorities and deadlines 
  • Develop and maintain documentation project schedules and track deliverables 
  • Coordinate documentation reviews and approval processes with stakeholders 
  • Ensure timely delivery of documentation aligned with system releases and project milestones 
  • Maintain documentation metrics and provide status reports to  leadership 

 

Required Qualifications

Education & Experience 

  • Bachelor's degree in Technical Communication, English, Journalism, Information Science, or related field 
  • 10+ years of progressive experience in technical writing, preferably in federal government, law enforcement, or data analytics environments 
  • Experience documenting complex data systems, analytical tools, or enterprise software applications 
  • Background in federal contracting and government documentation standards preferred 

Technical Writing Skills 

  • Expert-level proficiency in technical writing principles, documentation methodologies, and industry best practices 
  • Strong command of grammar, style, and mechanics with ability to write clear, concise, and accurate technical content 
  • Experience creating diverse documentation types including user guides, SOPs, technical specifications, and training materials 
  • Proven ability to translate complex technical concepts into user-friendly documentation for various audiences 
  • Experience with documentation standards such as Microsoft Manual of Style or Chicago Manual of Style 

Technical & Tool Proficiency 

  • Advanced proficiency with documentation tools including Confluence, Microsoft Office Suite (Word, PowerPoint, Excel, Visio), and Adobe Acrobat 
  • Experience with content management systems, version control systems, and documentation repositories 
  • Familiarity with data 
  • Security Requirements

    • Ability to obtain and maintain appropriate federal security clearance.
    • Background investigation required.
    • Must be U.S. citizen.
