Position Overview

QinetiQ US is seeking a skilled Deputy Senior Operations Research Analyst (Deputy SORA) to support a federal law enforcement agency client. This role provides critical analytical support to the Senior Operations Research Analyst and assists in delivering advanced analytical capabilities to support agency leadership in decision-making, policy formulation, and strategic planning.
The Deputy SORA will assist in formulating and applying mathematical modeling and optimization methods to develop and interpret information that assists agency leadership with operational decisions. This position requires strong analytical skills in predictive analytics, data visualization, operations research, and strategic planning to support the Law Enforcement Lifecycle.

Responsibilities

Predictive Analytics & Modeling Support

  • Assist in development, maintenance, and enhancement of agency suite of Discrete Event Simulation (DES) models
  • Support analytics and reporting requirements meetings with agency and stakeholders
  • Help identify gaps in agency decision support tool development and assist with improvement recommendations
  • Support evaluation and implementation of artificial intelligence, data visualization, and business intelligence platforms including Python, GitHub, Qlik, Tableau, ArcGIS, Databricks, and Palantir Foundry
  • Assist in maintaining agency-related geospatial capabilities and Logistics Optimization Decision Support Tools
  • Support recurring model maintenance and governance activities
  • Assist in preparing models for official DHS accreditation including documentation development

Data Visualization & Engineering

  • Support design and development of visualizations using standard and non-standard datasets
  • Assist in building and maintaining data pipelines for smooth data flow from multiple sources
  • Perform extract, transform, load (ETL) operations under senior guidance
  • Support data quality reviews, cleaning, and validation processes
  • Assist in integrating structured and unstructured data from disparate sources
  • Conduct data analysis to identify patterns, insights, and trends
  • Support development of scalable data systems
  • Assist in implementing security measures for sensitive data protection

Strategic Planning & Assessment Support

  • Support evaluation of logistics systems, processes, and tools for agency operations
  • Assist with business process re-engineering and requirements gathering activities
  • Help create user guides, standard operating procedures, and training materials
  • Support change management activities for new tool adoption
  • Assist in developing process efficiencies within headquarters and field operations

Advanced Research & Studies

  • Support special projects including proof of concepts and prototype development
  • Assist with research and evidence building for agency modernization efforts
  • Support issue investigation and root cause analysis activities
  • Assist with new process development and implementation
  • Provide support for field deployment of new technologies

Administrative and Project Support

  • Assist Senior SORA with project coordination and stakeholder communication
  • Support documentation and reporting requirements
  • Maintain project tracking and status updates
  • Provide backup coverage for critical analytical functions
  • Assist in the professional and technical development of fellow staff

Required Qualifications

  • Bachelor's degree in Operations Research, Applied Mathematics, Statistics, Data Science, Industrial Engineering, Computer Science, or related quantitative field
  • Minimum 10+ years of experience in operations research, predictive modeling, or data analytics
  • Experience with government contracts and federal agency support preferred
  • Experience in law enforcement, immigration, or homeland security domains desirable

Technical Skills

  • Programming & Analytics: Proficiency in Python, R, SQL, and statistical analysis
  • Business Intelligence Tools: Experience with Tableau, Qlik, Power BI, or similar platforms
  • Database Management: Experience with database systems and basic data warehousing concepts
  • Modeling Software: Familiarity with simulation software and mathematical modeling tools
  • Geographic Information Systems: Basic experience with ArcGIS or similar geospatial tools
  • Cloud Platforms: Exposure to Databricks, AWS, Azure, or similar cloud-based platforms
  • Version Control: Basic experience with GitHub or similar development platforms

Preferred Qualifications

  • Experience with Palantir Foundry or similar advanced analytics platforms
  • Background in logistics or operations analysis
  • Federal security clearance or ability to obtain clearance
  • Experience with statistical software packages (SAS, SPSS, etc.)
  • Knowledge of project management principles
  • Understanding of change management concepts
  • Exposure to immigration or law enforcement operations
