Position Overview

QinetiQ US seeks a skilled Senior IT Business Analyst responsible for supporting a federal law enforcement agency client in generating business requirements to ensure I.T. systems meet the operational and reporting needs of each field office and agency HQ leadership, and all stakeholders. You will assist in coordinating the prioritization of I.T. solutions and support the development of new and modernization of existing technologies in support of ICE objectives. You will work with enterprise tools including ServiceNow, Oracle, Microsoft Power Suite, and various IT management platforms to help translate operational needs into technical requirements. Must have the ability to learn and communicate technical concepts effectively to federal government clients and law enforcement stakeholders.

Responsibilities

The ideal candidate will have ten or more years with the following experience in a position(s) of progressively increasing maturity and responsibility.

  • Organize, facilitate, and actively attend meetings, working sessions, and briefings.
  • Conduct meetings to gather and analyze requirements.
  • Conduct data analysis using all forms of data along with providing recommendations based on findings.
  • Teaching and training team members and new hires in support processes, tools, and technologies.
  • Data entry and updates to agency systems.
  • Assist with coordination of data calls.
  • Provide reporting in multiple forms such as Power Bi, Excel, and Power Point
  • Review and assist in updating governance documents such as policies and ensure they align with agency standards.
  • Recommend and implement process improvements and solutions.
  • Perform other duties and responsibilities as assigned. 
  • Attention to detail in all work-related aspects.

 

Required Qualifications

  • Experience in project management, requirements gathering, technical documentation, and briefing audiences at varying levels of seniority.
  • Bachelor's degree in Information Technology, Computer Science, Business Administration, or related field with 10+ years of experience in IT business analysis, systems analysis, or technology project management within federal agencies or large organizations
  • Proven experience in business requirements gathering and analysis - including stakeholder engagement, process mapping, gap analysis, and translating operational needs into technical specifications for enterprise IT solutions
  • Strong knowledge of IT governance frameworks and project management methodologies - including experience with IT portfolio management, solution prioritization processes, and coordinating cross-functional technology initiatives in complex organizational environments
  • Demonstrated understanding of federal IT modernization initiatives and compliance requirements - including knowledge of relevant federal regulations, cybersecurity frameworks, and experience supporting mission-critical operations in law enforcement or homeland security environments
  • Excellent analytical and communication skills - with the ability to interface effectively with senior leadership, technical teams, and diverse stakeholders to facilitate requirements alignment, present findings, and drive consensus on IT solution strategies and priorities
  • Minimum of 10 years of relevant experience
  • Security Requirements

    • Ability to obtain and maintain appropriate federal security clearance.
    • Background investigation required.
    • Must be U.S. citizen.
