Position Overview

QinetiQ US seeks a skilled Training and Development Specialist to provide professional services contract support to the federal law enforcement agency client. This role supports the creation, management, and delivery of training programs for law enforcement systems, with focus on user adoption, change management, and operational excellence. The ideal candidate will have solid experience in instructional design, adult learning methodologies, and supporting technology deployments. You will work with federal stakeholders and senior training staff to ensure successful system implementations through effective training strategies and knowledge transfer programs.

Responsibilities

Instructional Design and Content Development

  • Support development of training programs for law enforcement systems using instructional design methodologies (ADDIE, SAM, adult learning theory, Bloom's Taxonomy)
  • Create SCORM-compliant, 508-accessible training content using e-authoring tools such as Adobe Captivate and Articulate Storyline
  • Develop training materials including Quick Reference Guides (QRGs), one-pagers, videos, knowledge articles, and interactive learning modules
  • Work with subject matter experts to create content addressing law enforcement operational processes and system functionality
  • Assist in producing video and audio training content using professional development tools

Pre-Deployment Support and Analysis

  • Support needs assessments to determine training, communication, and change management requirements for law enforcement system deployments
  • Help identify potential user adoption challenges and contribute to solutions that mitigate implementation risks
  • Assist in authoring data calls and surveys to gather stakeholder requirements and baseline knowledge levels
  • Support development of customer support packages for helpdesk operations
  • Help create and maintain project timelines and milestone documentation for training initiatives

Deployment Support and Testing

  • Assist with User Acceptance Testing (UAT) activities by drafting and revising test scripts, supporting testing sessions, and documenting findings
  • Support execution of deployment and communications plans designed to maximize user adoption
  • Contribute to change management initiatives that increase user engagement with new law enforcement systems
  • Help facilitate training events, document emerging knowledge gaps, and support post-deployment action planning
  • Assist in coordinating training delivery across multiple law enforcement locations and user groups

Post-Deployment Support and Knowledge Management

  • Support management of group mailboxes and help triage user training requests
  • Provide tiered support for help desk operations when training expertise is needed
  • Help maintain SharePoint and knowledge base repositories of training materials and resources
  • Assist in drafting communications for system releases, enhancements, bug fixes, and planned outages
  • Support assessment and resolution of system adoption and utilization issues through targeted training interventions

Learning Management and Performance Measurement

  • Support maintenance and enhancement of Learning Management System (LMS) platforms
  • Help develop and track program effectiveness through metrics including completion rates, performance impact, and user satisfaction
  • Assist in leveraging Kirkpatrick's Model to measure learning effectiveness and training impact
  • Update training content based on user feedback, system changes, policy updates, and evolving law enforcement requirements
  • Support coordination of compliance training requirements and ensure alignment with federal standards

Stakeholder Engagement and Collaboration

  • Work with federal and contractor personnel to support training program alignment with D&T objectives
  • Interface with law enforcement stakeholders to support training coordination and implementation
  • Coordinate with external vendors and training providers as directed for specialized content or delivery methods
  • Support the professional development of law enforcement personnel through structured learning programs

Required Qualifications

Education and Experience

  • Bachelor's degree in education, instructional design, training and development, or related field with 3+ years of relevant experience
  • Relevant professional certifications in instructional design or training development preferred

Professional Experience

  • 3+ years of experience in training and development, with at least 1+ years supporting federal agencies or large organizations
  • Experience supporting technology system implementations, user adoption programs, or organizational change initiatives
  • Background in federal government, law enforcement, or mission-critical environments preferred
  • Demonstrated experience working in collaborative, cross-functional team environments

Technical and Instructional Design Skills

  • Working knowledge of instructional design methodologies including ADDIE, SAM, adult learning theory, and Bloom's Taxonomy
  • Experience with e-authoring tools such as Adobe Captivate, Articulate Storyline, or similar platforms
  • Understanding of SCORM standards, 508 compliance requirements, and accessibility best practices
  • Basic skills in video and audio content development
  • Proficiency with Microsoft Office Suite, PowerPoint, and basic graphic design tools

Learning Management and Assessment

  • Experience working with Learning Management Systems (LMS) with preference for Cornerstone or similar platforms
  • Knowledge of Kirkpatrick's Model or other assessment frameworks for measuring learning effectiveness
  • Ability to support development of training metrics and analytics that demonstrate program impact
  • Experience with testing processes and documentation

  • Strong communication skills (verbal and written) with ability to explain technical concepts to diverse law enforcement audiences
  • Good project management abilities including planning, multitasking, and effective time management
  • Ability to work independently while maintaining collaborative relationships with federal clients and team members
  • Experience building relationships with stakeholders and supporting training coordination in complex environments

Security Requirements

  • Ability to obtain and maintain appropriate federal security clearance
  • Background investigation required
  • Must be U.S. citizen

Specialized Experience

  • Experience supporting government system deployments, training programs, or operational changes
  • Knowledge of federal compliance requirements related to training and development
  • Experience with Microsoft products including Teams, PowerPoint, Word, and Excel for training delivery
  • Background in technical writing, editing, or graphic design

Technical Skills

  • Experience with cloud-based training platforms and modern learning technologies
  • Knowledge of change management principles and organizational development concepts
  • Understanding of government operational processes and system requirements
  • Familiarity with knowledge management practices and help desk operations

Professional Development

  • Interest in advancing expertise in instructional design and adult learning methodologies
  • Commitment to staying current with training technologies and law enforcement training best practices
  • Strong facilitation skills for training events and stakeholder meetings
  • Ability to mentor junior training staff and contribute to team knowledge sharing

  • Understanding of federal law enforcement operations and modernization challenges
  • Experience supporting organizational change initiatives in government environments
  • Interest in developing expertise in law enforcement systems and operational requirements

Additional Requirements

  • Candidates may be required to provide samples demonstrating instructional design and content development experience
  • Willingness to travel to law enforcement locations for training delivery and stakeholder support
  • Flexibility to support training events outside standard business hours as needed
  • Commitment to professional growth and development in federal training and law enforcement systems support
  • Ability to adapt to evolving mission requirements and emerging technologies in law enforcement training
