Position Overview

Qinetiq US Contracts Department is seeking a Subcontracts Administrator to join our corporate team. The successful candidate will report directly to the Subcontracts Manager within our Contracts and Procurement department. This individual will have experience making enhancements and/or creating existing processes, procedures and templates, delivering internal training for key stakeholders, as needed, and supporting pre and post award actions. 

Responsibilities

The Subcontracts Administrator will provide support in all aspects of subcontracts and procurement management across our growing base of government contracts. Duties to include but not limited to:

  • Provide subcontracts support across the enterprise
  • Analyze complex RFPs, identify potential sub-contractual risks/opportunities. Advise delivery teams and management on business strategies for proposals.
  • Responsible for implementing CPSR procedures and ensure subcontract files are documented per company policy and procedures.
  • Develop sourcing lists for various services to support the development of requests for information (RFIs), quotations (RFQs), proposals (RFPs) and invitations to bid and interview potential suppliers.
  • Lead sourcing new suppliers and negotiating with existing suppliers
  • Cultivate solid business relationships with suppliers to enable advantageous terms and conditions
  • Lead subcontract complex negotiations
  • Manage and administer complex FFP, LH, T&M, and CPFF subcontracts and delivery orders, including administration of change orders, modifications, and any terminations.
  • Establish a trusted relationship with PMs/Division Leads and lean forward in growing the business and managing existing subcontracts
  • Consult with delivery teams to track subcontract schedule deadlines, progress, etc.
  • Support and maintain OCI Compliance Program
  • Monitor subcontract compliance
  • Support transitions of new contracts
  • Troubleshoot problems and resolve customer requests.
  • Deliver internal subcontracts training.
  • Perform special projects at the request of the Subcontracts Manager, Procurement Director and/or Vice President of Contracts
  • Monitor changes in regulations, agency supplements, and other bodies of law and regulation affecting Government Subcontracts.
  • Analyze changes for their potential impacts on subcontracts function and business processes, disseminate this information, and help to develop policies and procedures in response to these changes.
  • Maintain knowledge of changes in the procurement laws and industry trend

Required Qualifications

  • 5+ years of experience in subcontract administration
  • BA/BS in a business field or other related degree.
  • Highly organized, possess keen attention to detail, and able to work independently
  • Knowledge and understanding of contractual requirements, FAR/DFAR/Agency Clauses
  • Experience in CPSR audits
  • Must possess a passion for continuous learning
  • Excellent written and verbal communication skills
  • Experience with Deltek Costpoint, SharePoint, Microsoft Office to include Word, Excel, and PowerPoint
