Position Overview

We are seeking a Systems Engineer with specialized expertise in facilities engineering and site development to serve as the Facilities Engineer for the Airspace and Surface Radar Reconnaissance (ASRR) system. The Facilities Engineer will be responsible for coordinating OCONUS site surveys, evaluating site suitability for ASRR operations, and tracking site development progress to support on-schedule delivery. The ideal candidate will work closely with U.S. Army personnel, foreign military clients, government stakeholders, and internal engineering teams to ensure successful site preparation and facilities development for ISR systems deployment and operations.

Responsibilities

OCONUS Site Survey Coordination and Assessment:

  • Coordinate with Government stakeholders to conduct Outside Continental United States (OCONUS) site surveys to ensure suitability of each site for ASRR operations including aerostat deployment and ISR systems integration
  • Evaluate site characteristics including terrain analysis, soil conditions, drainage systems, vehicular and personnel access, and environmental factors affecting ASRR system operations
  • Assess site infrastructure capabilities including power availability, network connectivity accessibility, communication systems, and support facility requirements
  • Coordinate site visits with international partners, government representatives, and local authorities to ensure comprehensive site evaluation

Site Deficiency Identification and Mitigation Planning:

  • Identify potential shortcomings in site facilities including terrain limitations, drainage inadequacies, access restrictions, and infrastructure deficiencies that could impact site development or ASRR operations
  • Evaluate network connectivity options and communication infrastructure to ensure adequate data transmission capabilities for ISR operations
  • Assess environmental and regulatory constraints that may affect site development timelines or operational capabilities
  • Develop comprehensive mitigation strategies and alternative solutions for identified site deficiencies

Site Survey Documentation and Reporting:

  • Develop detailed site survey reports documenting findings, site characteristics, identified deficiencies, and recommended mitigation methods
  • Create comprehensive documentation including site plans, infrastructure assessments, risk analyses, and development recommendations
  • Generate contract data requirements deliverables related to site survey activities and findings
  • Coordinate report reviews with government stakeholders and ensure compliance with customer requirements

Site Development Progress Tracking and Coordination:

  • Track development progress at OCONUS sites to support on-schedule delivery of ASRR materiel and ensure readiness for Government Site Acceptance Testing
  • Coordinate with construction contractors, local authorities, and government representatives to monitor site preparation activities
  • Identify potential delays or issues in site development and develop recovery plans to maintain project schedules
  • Ensure site development meets ASRR operational requirements and infrastructure specifications

Systems Integration and Infrastructure Support:

  • Support system-level integration planning by ensuring site facilities can accommodate ASRR subsystems including aerostat platform, ground control systems, and support equipment
  • Coordinate infrastructure requirements for ISR systems including power distribution, cooling systems, and environmental protection
  • Collaborate with cross-functional engineering teams to ensure site facilities support technical requirements for sensors, communications, and data processing systems
  • Troubleshoot and resolve facility-related issues that may impact system integration or operational performance

International Coordination and Field Support:

  • Provide on-site technical support during OCONUS deployments and site development activities
  • Interface with foreign military personnel and local contractors to address facility requirements and coordinate site preparation activities
  • Support Government Site Acceptance Testing by ensuring facilities meet operational requirements and safety standards
  • Assist in development of site-specific operational procedures and facility maintenance requirements

Compliance and Risk Management:

  • Ensure all site development activities comply with military standards, local regulations, and Foreign Military Sales (FMS) requirements
  • Participate in risk assessments and develop mitigation strategies for facility-related risks including environmental, security, and operational considerations
  • Coordinate with safety personnel to ensure site facilities meet occupational safety and environmental protection requirements
  • Support environmental impact assessments and regulatory compliance for international site development

Required Qualifications

Education:

  • Bachelor's degree in Civil Engineering, Systems Engineering, Environmental Engineering, or related STEM field

Experience:

  • Minimum 4-7 years of experience in facilities engineering, site development, or construction management with focus on complex military or aerospace systems
  • Experience with international projects and OCONUS operations including site surveys and facility assessments
  • Demonstrated experience coordinating with government stakeholders and international partners
  • Experience with ISR technologies or military platform deployment and site requirements

Technical Skills:

  • Hands-on experience with site surveys, geotechnical analysis, and infrastructure assessment for complex systems deployment
  • Knowledge of civil engineering principles including drainage systems, foundation design, and site preparation requirements
  • Understanding of power distribution, communication systems, and environmental control systems for military facilities
  • Experience with regulatory compliance and environmental impact assessment for international projects

Facilities and Site Development Expertise:

  • Experience with terrain analysis, soil conditions assessment, and site suitability evaluation
  • Knowledge of construction management and coordination with contractors and local authorities
  • Understanding of network infrastructure requirements and communication systems integration
  • Experience with facility security requirements and access control systems for military installations

International and Coordination Skills:

  • Experience working in international environments and coordinating with foreign government representatives
  • Knowledge of Foreign Military Sales (FMS) requirements and international project management
  • Proven ability to work effectively with diverse cultural groups and navigate international regulatory environments
  • Experience with logistics coordination and material delivery for international projects

Tools and Documentation:

  • Applied experience in systems engineering lifecycle management tools such as Innoslate MBSE, Cameo Magic Draw, DOORS Next, or equivalent
  • Proficiency site planning tools
  • Experience with project management tools and progress tracking systems
  • Knowledge of technical documentation and reporting requirements for government contracts

Communication and Leadership:

  • Strong verbal and written communication skills with ability to interface with military personnel, foreign clients, and government stakeholders
  • Experience presenting site assessment findings and recommendations to diverse audiences including senior leadership
  • Proven ability to coordinate activities across multiple organizations and manage international partnerships
  • Strong analytical skills and ability to troubleshoot complex facility and infrastructure issues

Additional Requirements:

  • Travel capability for OCONUS site surveys and development oversight activities
  • Ability to work in challenging international environments including remote locations with limited infrastructure
  • Understanding of military operational requirements and facility security considerations
  • Experience with environmental and regulatory compliance for international construction projects
  • Must be eligible for U.S. government security clearance (Secret minimum) or possess current clearance
  • Prior experience working with Foreign Military Sales (FMS) contracts and international military operations highly desirable
  • Ability to work effectively in dynamic, fast paced, and multinational environment
  • Experience with aerostat or airborne platform ground support requirements preferred
