Position Overview

This position serves as the Subcontracts Manager for a high-priority Foreign Military Sales (FMS) program supporting the deployment and sustainment of persistent aerostat-based surveillance systems for a NATO partner nation. The incumbent will manage all subcontractor relationships and contractual elements, ensuring compliance with U.S. and NATO regulations.

Responsibilities

  • Leads the development, negotiation, and administration of subcontracts for technical and operational services.
  • Serves as the primary liaison with vendors and subcontractors across international and U.S.-based teams.
  • Coordinates with government contracting officers and ensures compliance with FAR, DFARS, ITAR, and NATO acquisition regulations.
  • Performs Earned Value Management (EVMS) analyses and prepares detailed reports for internal and external stakeholders.
  • Provides oversight of program schedules and budget performance as they relate to subcontractors.
  • Implements and monitors subcontractor Quality Assurance Programs.
  • Provides training and leadership to subordinate staff supporting contract and subcontract efforts.
  • May participate in recruiting and staff assignments for international program offices.
  • Prepares reports, presentations, and updates required by U.S. Government and NATO stakeholders.

Required Qualifications

  • Bachelor’s degree required; advanced degree preferred.
  • Minimum of 8 years of experience in defense subcontract management, international procurement, or related areas.
  • Experience supporting ISR, persistent surveillance, or tactical defense systems highly desirable.
  • Familiarity with EVMS, program control, and FMS program reporting.
  • Strong knowledge of government procurement regulations and procedures.
  • Current security clearance or must be a U.S. Citizen and eligible for a security clearance.
  • Prior NATO or overseas operational program experience is a plus.

Preferred Qualifications

  • Experience managing Foreign Military Sales contracts and Direct Commercial Sales to international customers.
  • Experience working closely with Trade Controls professionals in administering requirements under the ITAR and EAR.
