Position Overview

QinetiQ US is looking to hire an experienced Locksmith to support our mission work at our Fort Belvoir, VA Customer site. The selected candidate will have responsibility in the following areas:

Responsibilities

  • With the assistance of the APB Operations Team, establishes a program to promote lock and key control through positive feedback to all levels of the 300-Area Compound and involve all personnel in taking ownership for the success of the program.
  • Manages overall responsibility of the Lock & Key Control Program.
  • Establishes and updates overall policy for the Key Control aspects of the program.
  • Develops minimum key control and keyless entry standards, criteria, and procedures for protecting the installation and its physical properties.
  • Oversees compliance of 300-Area Compound facilities per US Army, Federal, and State guidelines.
  • Functions as the focal point for lock & key control matters.
  • Drilling of GSA safe containers, vaults, STC doors, including making necessary repairs, and providing inspections for recertification of safes and doors to meet GSA specifications.
  • Installation and servicing electronic and mechanical GSA rated locking hardware and devices. (XO7, XO8, XO9, XO10, S&G 2740B, S&G8077)
  • Perform combination changes.
  • New lock installation and programming (Cypher, Unican, CO100, E-Plex).
  • Run risk assessments, provide security recommendations, and identify GSA compliance deficiencies.
  • Assembles and disassembles vault locks, padlocks, safe locks, and door locks.
  • Repairs and replaces overhead door closers, ADA electronic door closers, electronic door levers, electronic door strikes, MAG locks, AI-phone devices, exit devices, astragals, hinges, door plates, and thresholds.
  • Oversee key control system and maintain area key control integrity.
  • Working knowledge of key systems, proper pin stack, and key cutting by code.
  • Small Format IC Core lock and key repairs and maintenance.
  • Lock cylinder core pinning and key duplication.
  • Lock cylinder picking and manipulation techniques to open locks without keys.
  • Cut new or duplicate keys and rekeys locks as necessary.
  • Key and re-key Medeco cylinders and produce keys.
  • Installs and repairs door hardware, locks, and locking mechanisms.
  • Service keyless entry devices. (Card readers, motions ADA access devices).
  • Aids Administrators in correcting deficiencies by advocating for resources and funding.
  • Coordinates with building Administrators to ensure a timely response to any alarm or service call for assistance.
  • Ensures facilities conduct risk analysis and vulnerability assessments. At a minimum, conduct a risk analysis and vulnerability assessment annually or when the 300-Area Compound assessed or postulated threat changes.
  • Ensures necessary measures are taken to always safeguard property and to ensure that compliance pertaining to the accountability and security of physical property and keys are met or exceeded.
  • Maintains a Notification Roster listing the POC names and telephone numbers of personnel to be contacted in the event of an alarm system malfunction or breach of security of an Open Storage and or SCIF secured facility.
  • Maintain records of locks and keys on a computerized program.
  • Manage keyless control program and installation.
  • Monitor Access Control system.
  • Monitor CCTV/Video Sensors.
  • Monitor and maintain Area Signage.
  • Ensures that the security measures taken provides enough security based on an assessment of the threat and vulnerability of the items concerned. Such security measures can include use of fences, lighting, lock and key control, security checks, and any other measures deemed suitable, and approved by the Security Operations Team Lead.
  • Coordinates with Guard Force on shut and lock down times of facilities.
  • Interprets and understands work orders, plans, and specifications or instructions received from the supervisor.

Required Qualifications

  • Active Secret Clearance with eligibility to obtain Top Secret/SCI Clearance.
  • At least 1 year of related experience.
  • Virginia Locksmith Certification.
  • Outstanding written and oral communication skills.
  • Strong customer focus.
  • Proven ability to understand, process, prepare and track reports and processes.
  • Excellent organizational skills with exceptional attention to detail.
  • The ability to manage multiple complex projects simultaneously.
  • While performing the duties of this job, the employee is regularly required to stand; walk; use hands to finger, handle, or feel; reach with hands and arms; climb or balance; and stoop, kneel, crouch, or crawl.
  • The employee must regularly lift and/or move up to 25 pounds, frequently lift and/or move up to 50 pounds, and occasionally lift and/or move up to 100 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Preferred Qualifications

  • Experience in WinPak.
  • Active Top Secret/SCI Security Clearance.
  • Experience working in Physical Security with the necessary specialized locksmith tools, various applicable computer programs, and a variety of key cutting machines.
