Position Overview

We are seeking an experienced Senior LE Systems Manager to serve as the primary Subject Matter Expert for critical law enforcement databases and case management systems. This senior-level position requires a unique combination of legal case management expertise, systems management experience, and the ability to work effectively across multiple agencies and stakeholder groups. The successful candidate will be responsible for overseeing mission-critical systems that support field operations, ensuring system integrity, and leading complex technology initiatives that directly impact law enforcement operations. 

Responsibilities

Systems Management & Oversight 

  • Serve senior advisor to System Owner for major law enforcement agency databases and case management systems 
  • Review, assess, and advise all system change requests for risk, impact, and operational importance 
  • Oversee production deployments and serve as primary testing authority for system development work 
  • Maintain security agreements, contingency plans, and system documentation 
  • Collaborate with IT contractors and Chief Information Officer staff to manage system outcomes 

Subject Matter Expertise & Consultation 

  • Provide expert consultation on law enforcement, detention operations, and logistic procedures 
  • Serve as primary point of contact for domain expertise on enforcement systems and data management 
  • Support time-sensitive operational needs through rapid system modifications and implementations 
  • Maintain current knowledge of immigration law, enforcement priorities, and operational procedures 

Interagency Collaboration & Data Stewardship 

  • Coordinate with multiple federal agencies including DHS, Justice, Department of State, and FBI 
  • advise clients in inter-agency meetings and department-level data management initiatives 
  • Advise government clients who serve as Data Steward with authority over database changes and case management categories 
  • Facilitate streamlined workflows and data sharing between agencies 

Program Management & Process Improvement 

  • Lead automation initiatives requiring integration with external agency systems 
  • Implement process improvements that reduce processing time and minimize errors 
  • Manage complex projects with multiple stakeholders and tight deadlines 
  • Develop and maintain memoranda of agreements with partner agencies 

Training & Development 

  • Provide training and guidance to field personnel on system usage and procedures 
  • Develop training materials and curricula for law enforcement systems 
  • Serve as certified instructor for specialized enforcement systems 
  • Mentor junior staff and contractor personnel 

Required Qualifications

  • 15+ years of experience in law enforcement 
  • 10+ years of experience with law enforcement case management systems and databases 
  • 5+ years of experience in system ownership, product management, or similar technical leadership role 

Preferred Qualifications

  • Extensive knowledge of law enforcement databases and case management systems 
  • Expertise in criminal history records management and law enforcement systems 
  • Experience with system testing, deployment, and change management processes 
  • Advanced skills in case management, detention operations, data management and reporting 
  • Understanding of federal IT security requirements and compliance frameworks 
  • Ability to assess technical risk and impact of system modifications 
  • Experience with data analytics, reporting tools, and performance metrics 

Legal & Regulatory Knowledge 

  • Comprehensive understanding of U.S. law enforcement procedures 
  • Knowledge of detention and logistical operations 
  • Understanding of interagency data sharing requirements and protocols 

Leadership & Communication 

  • Proven ability to work effectively across multiple domains including senior leadership, contractor staff, field personnel, multiple agencies, and legal professionals 
  • Strong project management skills with ability to deliver under tight deadlines 
  • Excellent written and verbal communication skills for diverse stakeholder groups 
  • Experience working in cross-functional teams and matrix organizations 
  • Demonstrated ability to translate technical concepts for non-technical audiences 
  • Experience managing relationships with external agencies and legal counsel 
    • Advanced degree in relevant field 
    • Experience as an instructor or training developer 
    • Previous supervisory or management experience 
    • Knowledge of federal procurement and contracting processes 

    Security Requirements 

    • Ability to obtain and maintain appropriate federal security clearance 
    • Background investigation required 
    • Must be U.S. citizen
