Position Overview

QineitQ US is looking for a Senior Software Maintenance Specialist to support the U.S. Coast Guard (USCG) Financial Management Service Improvement Initiative (FMSII) Project Management Office (PMO) as they continue to stabilize the Department of Homeland Security (DHS) Financial Systems Modernization Solution (FSMS), an Oracle E-Business Suite. You will support activities related to service software configuration, implementation, and operations & maintenance. 

Responsibilities

  • Provide analysis on operations & maintenance activities such as security and network activities required for changes to new interfaces, new trading partners or changes in host. Support the integration of existing USCG FSMS software interfaces, data architecture, throughput, data transmission, and enterprise architecture standards to avoid customization and utilization of standard developed processes.
  • Monitor system performance and end user experience. Use Dynatrace to identify individuals or patterns of latency. Conduct outreach to CG members to ensure issues are with FSMS and where possible ensure the user has the best configuration and tools for optimum performance. Manage performance and latency SNOW tickets to closure. Share lessons learned, new processes with CG Tier 0 for communication to CG members enterprise wide.
  • Provide support for mitigating desktop and network infrastructure issues to CG FSMS users.
  • Provide system configuration management support for all emerging changes to the baseline design, configuration, data for FSMS and USCG interfaces.
  • Conduct periodic reviews, make assessments, monitor, and provide recommendations to improve the Service Level Agreement (SLA) with the DHS System Support Agent (SSA).
  • Provide analysis, support and quality assurance input for development of designs, plans and other deliverables for SSAs FSMS service configuration.
  • Support management of test and evaluation activities for SSA enhancements and software changes to FSMS.
  • Support FSMS changes with Interface trading partners, provide analysis of the changes and the impacts to support trading partner testing of incremental, monthly and special projects.
  • Provide analysis and support for planning and executing operations & maintenance of SSA service configuration to include defect status tracking and coordinating defect resolution with SSA, internal USCG technical organization, and third-party vendors.
  • Support management of requirements in Requirements Traceability Matrix and use tools such as IBM Rational DOORs.
  • Conduct risk analyses for ongoing projects and provide scoring for risks in DHS and CG Risk Registers as needed.
  • Support and facilitate Integrated Project Team (IPT) and Working Group (WG) meetings for the client. Provide meeting materials, including but not limited to: agendas, meeting minutes, and action items.
  • Support Security issues with CG-Cyber and DHS Joint Program Management Office (JPMO) including monthly meetings, review of System Security Reports (SSR), provide analysis of risk and support escalation of issues to leadership to avoid findings.
  • Support trading partner and CG Interconnection Security Agreements (ISA), Memorandum of Understandings (MOU), Interface Connection Agreements (ICA) with establishment, approvals, and annual renewals.
  • Support Audits for the technical issues with provided by client (PBC) items for audit request, track down other PBC’s that are outside the control of the office.
  • Support trading partner connection certificates are exchanged and scheduled in a timely manner on either side.

Required Qualifications

  • 10 years’ experience in Systems Engineering and information technology.
  • Bachelor Degree

Preferred Qualifications

  • A Bachelor degree in Systems Engineering or a Computer Science discipline is preferred.
  • Experience working with a Shared Service Provider
  • Minimum 3 years of hands-on experience managing operational, sustainment, functional and system requirement creation, decomposition and validation processes and using requirement management tools.
  • Minimum 3 years of hands-on experience directly supporting the Developmental Testing & Evaluation (DT&E) event of a federal financial management system major acquisition project, to include development of test plans, procedures and reports while maintaining alignment with requirements
  • USCG experience
