Position Overview

QinetiQ US is seeking a Program Manager to provide support to cyber security, Identity, Credential, and Access Management (ICAM), and Zero Trust programs for a federal client. This position supports the Department of Transportation’s (DOT’s) Office of Cybersecurity Information Protection and the ICAM Program Management Office (PMO).

​​​​The Office of Cybersecurity and Information Protection manages the DOT Cybersecurity and Privacy Programs and has primary oversight responsibility for all Departmental compliance with internal and external related cybersecurity and privacy policy, laws, and best practices.

Responsibilities

  • Maintain oversight of multiple concurrent workstreams and project teams, while prioritizing and balancing various related and unrelated deliverables to satisfy several federal clients.
  • Participate in regular project meetings called by DOT, vendor, and Contractor partners to discuss status of projects, specifications, work plans, schedules and any project related issues or tasks.
  • Prepare and present briefings and reports to federal clients at the SES and political appointee level. Briefings, presentations, reports, and deliverables may be used by top Departmental leadership to respond to White House, OMB, and OIG requests for information or to confirm compliance with federal mandates.
  • Meet with the OCIO Senior Advisor to discuss project management including, but not limited to, the introduction of Contractor and Government staff, agreement on meeting schedules and agreement on delivery dates.
  • Provide a weekly report detailing assignments, with a short description of the work completed to satisfy direct oversight of this task order.
  • Host presentations and briefings for various audiences.
  • Initiate or participate in meetings with project stakeholders and end users to convey critical program and project information and to support training, compliance, and process improvement efforts.
  • Advise and assist agency stakeholders, contractors, and vendors in planning, designing, developing, and implementing project plans to deliver IT solutions.
  • Support customers throughout execution of IT project plans, activities, and procedures.
  • Evaluate, recommend, and support program and project implementation including conducting training, communications outreach, and stakeholder education on specific initiatives.
  • Support program and project governance, including analysis, and reporting to Technical and Investment review boards and participating in program specific PMO meetings.
  • Create analyses and materials for all program and project meetings.
  • Maintain program and project SharePoint sites to support ongoing activities.
  • Conduct lessons learned sessions with program and project stakeholders.
  • Identify and report issues and risks.

Required Qualifications

  • Bachelor’s Degree (Degree in business or organizational management)
  • Minimum of 10 years’ relevant experience in federal government
  • Excellent written and verbal communication skills
  • Strategic and critical thinker
  • Ability to maintain a Public Trust clearance from the U.S. government.
  • Utilization of Microsoft Office Suite, including Excel, Sharepoint, and Power-BI, a plus

Preferred Qualifications

  • DOT experience
  • Demonstrated familiarity with principles of Cybersecurity, including, but not limited to, Multifactor Authentication, Zero Trust Architecture, and Identity, Credential, and Access Management.
