Position Overview

Qinetiq US is looking for a Program Analyst - Human Capital.  The selected candidate will provide management and operational support to senior OUSD(R&E) senior leadership at the Assistant Secretary of Defense (ASD) level.  Candidates will work as part of an integrated team providing ASD level support that will include developing and maintaining work products that support management decision making, strategy development, initiative definition, action tracking and monitoring, meeting and workshop planning and execution.  Candidate must be skilled at interfacing, communicating and collaborating with government personnel ranging from action officer to senior leader levels, including civilian and military.  Specific roles and functions will be related to the management and execution of Human Capital and Organizational management related functions within OUSD(R&E) Mission Capabilities.  Duties include:

Responsibilities

  • Monitor and advise leadership on actions and status of Human Capital actions and requirements for the Office of the ASD for Mission Capabilities. The contractor will:
    • Integrate action and task management with office work package and correspondence workflow processes.
    • Coordinate action and task assignment to responsible parties and establish completion dates.
    • Track actions and tasks to timely closure; assist and escalate as needed when task owners fail to achieve timely closure.
  • Coordinate with organizational Human Capital and Business Operations team to coordinate and staff Human Capital roles and actions
  • Administratively manage and track organizational Human Capital metrics and information related to items related to, but not limited to
    • Parking
    • HRM Processes
    • Award Packages
    • IPA Documentation
    • Travel Vouchers
    • Military Retirement
    • Onboarding
  • Support the development of business case analysis related to core functions
  • Support the development and execution of workshops, meetings, and offsites to support organizational objectives
  • Apply skills and understanding to develop and execute continuous process improvement, process change, and/or establishment of process metrics
  • Support internal review/audits by providing analysis and information for consideration related to specified efforts:

 

Required Qualifications

  • A minimum of ten (10) years’ experience.
  • A bachelor’s degree from an accredited college or university in a management or technical discipline.  At the discretion of the Government, a minimum of four (4) years of specialized experience which includes military experience may be substituted in lieu of specific educational requirements, in addition to the minimum experience listed above.

Preferred Qualifications

  • Advanced program management education or certification is preferable.
  • Highly preferred experience and skills in DoD AcqDemo workforce management process and tools.
  • Experience working at the OSD or Service/Joint Staff  
  • Ability to execute effectively in DoD staff environment, and communicate effectively to audience across functional disciplines, and at the most senior levels of government.  Mastery of management tools including MS Office suite. 
  • Ability to manage multiple, concurrent projects and tasks, and deliver high quality and timely results and work products
  • Ability to assess urgent work assignments, quickly determine optimal courses of action and manage actions to timely conclusion.
