Position Overview

QinetiQ US’s Defense Modernization business unit is seeking a Senior Operational Research Analyst who will lead the provision of comprehensive and advanced analytical support to AFIMSC (Air Force Installation and Mission Support Center) in San Antonio, TX, focusing on complex data analytics, tool development, wargaming support, and base resiliency analysis. The analyst will direct the management and analysis of data, enhance automation and efficiencies, and ensure compliance with relevant regulations. Administrative support tasks such as meeting coordination and report writing are also part of the role.

  • Analytical Support
    • Lead the provision of advanced analytical support to AFIMSC senior decision-makers, developing critical insights and strategic recommendations across the enterprise.
    • Perform high-level tasks such as simulation, optimization, artificial intelligence and machine learning, advanced statistical analysis, regression, data science, decision analysis, performance metric development, risk assessment, scheduling, process improvement, and process automation.
    • Oversee the use of Data Fabric platforms (Envision, VAULT, Advana, Blade, UDL, etc.) and employ operations research analysis using COTs simulation software, SAS, Tableau, Microsoft Power Platform, open-source coding (Python, R, etc.), existing tools developed with Visual Basic, and other available software for tool development and analysis.
    • Lead support for wargaming events such as Futures Game (FG), Long Duration Logistics Wargame (LDLW), Global Engagement (GE), etc., including advanced modeling and simulation analysis.
  • Data Management
    • Direct the collection and analysis of necessary data from public domains if not provided by the government and manage government-furnished data, reports, and database access.
    • Lead efforts to enhance automation, error detection and reduction, data storage and access techniques, and data visualization for reporting.
  • Performance Metric Development
    • Continue to support and enhance current metrics using existing automated processes for collecting, compiling, analyzing, distributing, and reporting data. This includes advanced automation, error detection and reduction, data storage and access techniques, and data visualization for reporting.
    • Identify and create additional metrics and tools to support leadership requirements. Lead the development of new automated processes for collecting, compiling, analyzing, distributing, and reporting financial services metrics.
  • Base Resiliency Analysis
    • Lead the implementation of discrete-event simulation using existing models or COTs software to model base processes such as runway repair.
    • Direct the identification of scenarios and metrics to be simulated and analyzed, integrating simulation models with government-owned models to determine airbase capabilities over time.
  • Automation and Efficiencies
    • Lead the implementation of automation into processes that are manually intensive or where efficiencies can be made. Oversee the development of apps and automated flows using the MS Power Platform suite and other data fabric platforms to eliminate or reduce manual tasks.
    • Identify and develop optimization models for processes to gain cost savings, time savings, or other relevant objectives.

Required Qualifications

    • Education and Experience
      • Degree in Operations Research or Industrial Engineering.
      • Alternatively, at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
      • PhD with 3-5 years of experience or a Master’s degree with 10-12 years of experience.

    • Ability to obtain or already possess a SECRET security clearance, based on an investigation completed within the past 5 years.
    • Experience supporting AFIMSC or adjacent/subordinate organizations
    • Experience with Data Fabric platforms such as Envision, VAULT, Advana, Blade, UDL, etc.
    • Proficiency in COTs simulation software, SAS, Tableau, Microsoft Power Platform, open-source coding (Python, R, etc.), and existing tools developed with Visual Basic.
    • Familiarity with wargaming events like Futures Game (FG), Long Duration Logistics Wargame (LDLW), Global Engagement (GE), etc.
    • Expertise in sustaining existing tools and developing new tools and analysis.
  • Demonstrated experience in data analytics and tool development within a government contracting environment.
  • Familiarity with various mission and installation support activities in the Air Force to include Housing and Dorms, Security Forces, Environmental Management, Food Services, Child & Youth Programs, MWR Programs, AF Lodging, Deployment and Distribution, Communications Infrastructure, Emergency Services, and Combat and Command Support.
  • Experience with advanced analysis and tool development using various software platforms and coding languages.
    • Demonstrated experience in successful management of project tasks and coordination of employees in various labor categories and with various skills in projects similar complexity described above.
    • Knowledge of Air Force management practices and program implementation.
