Position Overview

QinetiQ US’s Defense Modernization business unit is seeking a Project Manager (PM) who will be responsible for the management, content, and quality of work performed to support AFIMSC (Air Force Installation and Mission Support Center) in San Antonio, TX. The PM will coordinate with Government representatives on a daily basis if required and ensure the successful execution of the contract.

  • Project, Contract, and Subcontract Management
    • Manage all aspects of the contract, including assigning appropriate resources to each task and maintaining clear organizational lines of authority.
    • Maintain project milestones for each assigned task and provide necessary documentation such as technical guides, user guides, and other relevant materials.
    • Coordinate all work with the AFIMSC Technical Lead ORA and provide updates on work progress and task milestones/deliverables during weekly status meetings and monthly status reports.
    • Ensure prompt response to government inquiries, requests for information, or requests for contractual actions.
    • Manage and control the performance of any subcontractors used on this contract.
  • Business Relations
    • Establish and maintain clear and constant communication channels with government representatives (Technical Lead ORA, CO, and COTR).
    • Promptly identify PWS and/or business relationship issues of controversy and develop and implement corrective action plans.
    • Ensure the professional and ethical behavior of contractor personnel.
    • Maintain effective and responsive subcontractor management.
    • Ensure the contractor support team is fully aware and engaged in strengthening the interdependency between the contractors and their government counterparts.

  • Education and Experience
    • Ability to obtain or already possess a SECRET security clearance, based on an investigation completed within the past 5 years.
    • Technical (STEM) related degree and/or Business Administration/Project Management with a technical concentration such as data analytics, engineering management, etc.
    • Successful management of project tasks and coordination of employees in various labor categories and with various skills in projects providing advanced analytical support.
    • Sufficient experience to be conversant in and have a working knowledge of data analytics, base resiliency & wargaming support, performance metric development, and automation & efficiencies. Must demonstrate the ability to understand all aspects of the work, with the ability to direct staff to perform successfully.
    • Knowledge of Air Force management practices and program implementation.

Preferred Qualifications

    • Experience supporting AFIMSC or adjacent/subordinate organizations
    • Familiarity with Data Fabric platforms such as Envision, VAULT, Advana, Blade, UDL, etc.
    • Familiarity in COTs simulation software, SAS, Tableau, Microsoft Power Platform, open-source coding (Python, R, etc.), and existing tools developed with Visual Basic.
    • Familiarity with wargaming events like Futures Game (FG), Long Duration Logistics Wargame (LDLW), Global Engagement (GE), etc.
    • Experience managing efforts to sustain existing tools and developing new tools and analysis.
  • Demonstrated experience managing data analytics and tool development efforts within a government contracting environment.

Familiarity with various mission and installation support activities in the Air Force to include Housing and Dorms, Security Forces, Environmental Management, Food Services, Child & Youth Programs, MWR Programs, AF Lodging, Deployment and Distribution, Communications Infrastructure, Emergency Services, and Combat and Command Support.
