Position Overview

Qinetiq US is seeking an experienced Senior Manager - Program Controller to support the  Program Management Office (PMO) that manages the DHS Customs & Border Protection Tethered Aerostat Radar System (TARS) program. The TARS program leverages aerostat systems to provide persistent surveillance and detection capabilities, to the U.S. Government customer across eight (8) different operational sites. 

 

The successful candidate will be performing a wide variety of financial and business management responsibilities. You will play an integral role as you assist the program management team with their fiduciary duties providing input to all areas of the financial management of the program. This contract is large-scale, multi-faceted spanning multiple years, multiple locations, and requiring comprehensive reporting & tracking. Specific responsibilities include:

Responsibilities

  • Maintains project baseline budget information; updates spend and phasing plans.
  • Produces the Monthly Financial Management Report to include financial tracking by contract CLIN, contract expenses, quarterly travel, and all cumulative billings.
  • Tracks holistic program finances ranging from labor and travel funding through cost reimbursable purchases. Creates monthly invoices to include firm fixed price and reimbursable costs.
  • Prepares funding documents in support of the project(s), to include supporting documentation.
  • Tracks and compares project funding execution to phasing plans. Identifies and alerts the project management to any significant variances from the plan. Prepares justification statements, as required, to explain the variances.
  • Prepares and coordinates inputs for regular execution reviews required by the TARS government PMO to include any related status reports, briefings, and information inquiries.
  • Interfaces with the team management in the preparation of financial documentation, status reports, and briefs in response to internal and external requests for project financial data.
  • Provides financial support and input to various integrated product reviews, integrated product teams, and technical working groups, as delineated by program priorities, and prepares related documentation.
  • Assists with the coordination and resolution of financial reporting and compliance issues with the necessary government agencies to ensure accurate interpretation.
  • Validate and extract data from the program’s asset management system (SPADE), based on the Enterprise Asset Management (EAM) platform.
  • Act as a key technical expert on financial analysis issues.

Required Qualifications

  • BS/BA in relevant field of study required.  Additional experience can supersede degree requirement. 
  • 10+ years’ experience in financial analysis
  • Successfully completed Background Investigation with a Favorable Suitability Determination, and issuance of DHS Suitability determination.  
  • Self-starter with demonstrated communication skills.  
  • Experience with Microsoft Office, to include PowerPoint, Excel, Word, Access, and a specific focus on Share Point.  

Preferred Qualifications

  • Specific experience managing and analyzing financial records that support a federal government program.
  • Ability to integrate multiple spreadsheets / worksheets in a single cohesive reporting tool.
