Position Overview

QinetiQ U.S. seeks a motivated and strategic Senior Financial Analyst. This individual will be responsible for supporting a fast-paced client while working collaboratively with a small team to achieve organization-wide financial planning and execution goals. The primary workstreams include portfolio management, forecasting, dashboard automation, business process improvement, and data reporting.

Responsibilities

 

  • Produce forecasting models based on budget execution data that inform trends, performance, executive decision-making, and resource allocation efforts.
  • Design and develop organizational risk management and readiness models and tools.
  • Oversee the coordination, preparation, planning, and justification of the annual budget cycle in the Planning, Programming, Budget and Execution process (PPBE).
  • Assist with appropriation funds control, development, tracking, maintaining, and analysis across the Future Years Homeland Security Program (FYHSP).
  • Assist in ensuring financial requirements are aligned with mission and program objectives, and are justified within the annual budget submission, to include Congressional Justification writing and editing.
  • Develop and utilize models, analytical tools and capabilities to identify and analyze relevant data to develop resource allocations.
  • Assist in developing and reviewing policy direction, guidance and standard operating procedures, to include fiscal guidance.
  • Assist with external and internal deliverables, to include the Office of Management and Budget (OMB), Department of Homeland Security (DHS), and Congressional requests and tasks.
  • Work with stakeholders to develop and review the organization’s budget and budget proposals for completeness and accuracy.
  • Anticipate client needs and plan accordingly to deconflict and manage priorities.

Required Qualifications

 

  • Previous experience robust agency-wide budget processes and controls.
  • Strong forecast and risk modeling experience with a federal agency.
  • Strong organizational, interpersonal, verbal, and written communication skills with an attention to detail.
  • Strong understanding of federal budget process, policies, guidance, and best practices.
  • Demonstrate experience solving problems and executing sound judgement in a high-pressure environment.
  • Bachelor’s or Master’s Degree in finance, business or accounting.
  • Minimum of 7-10years of experience in federal financial management.
  • Ability to maintain a security clearance from the U.S. government.

Preferred Qualifications

  • Three to five years of progressive experience managing and growing a positive team environment within the Department of Homeland Security.
  • Experience navigating and mitigating risks and conflict in a productive manner.
  • Experience setting and managing positive client relationships and expectations.
  • Experience effectively communicating with diverse team, client, and organizational stakeholders.
  • Ability to think strategically, set priorities, plan, and organize tasks and deliverables as needs evolve.
