Position Overview

QinetiQ US seeks a Principal Contracts Administrator to join our dynamic and growing Corporate Contracts and Subcontracts team.

 

The Principal Contracts Administrator will act as a key department Team Member and contributor to include supervision, mentorship, and training of team members to meet operational expectations, compliance on policy, procedures, and regulations for contract activities.

Responsibilities

  • Review contractual documents and proposals to ensure adherence to company policy, government specifications, and requirements and conformance to master agreements.
  • Participate in customer facing discussions and negotiations, demonstrating a strong acumen for customer relationship management in highly complex contract environments.
  • Advise internal customers and management on contractual rights and obligations and provide interpretation of contract terms and conditions.
  • Provide leadership in contract execution, anticipate, and resolve problems, and ensure inter-group communication and cooperation.
  • Assess issues, risks, and develop solutions.
  • Assist in the preparation and review/approve of cost proposals and narratives for contract proposals and changes.
  • Work closely with legal, functional counterparts and senior leadership
  • Assist Contracts Director on day-to-day assignments and prioritization of team tasks.
  • Develop, maintain, improve, and adjust procedures and policies based on internal guidance and policies, best practices and regulatory guidance.
  • Serves as business advisor to Program Management regarding contract negotiation and administration.
  • Provides working contract administration support for complex bids, including contract negotiation, and teaming activities on new business opportunities.
  • Ensures effective implementation of contract responsibilities within corporate and regulatory objectives and requirements.
  • Reviews and resolves issues affecting contract performance and ensures contract compliance with legal requirements, company policies, and customer objectives; consults with operational staff and resolves matters of concern between QinetiQ Inc and government and/or prime contracts. These matters are often complex and require good business sense.
  • Advises management of prime contractor/subcontractor rights and obligations and provides interpretation of subcontract terms and conditions.
  • Requires well developed analytical and communication skills, advanced knowledge of business and contract law, finance, and accounting, as well as broad based experience in procurement and related functions with particular emphasis on negotiation and contract administration.
  • Detail oriented and organized. Able to understand work problems and procedures and ensure accuracy of contracts and bids.
  • Exercises a high degree of independent judgment in selecting methods and techniques for developing solutions. Requires a significant degree of analytical ability to understand and interpret complex data and solve complex problems.
  • Present and discuss options to management team to contribute to the success of new and existing business.
  • Maintains an in-depth working knowledge of Federal Acquisition Regulations and standard commercial procurement practices.
  • Performs other relevant duties as assigned.

Required Qualifications

  • Bachelor’s degree and 7-10 years in contract management under federal prime contracts.
  • Experience negotiating terms and conditions for services and materials.
  • Successful track record of managing a variety of contract types (FFP, T&M, CP)
  • Experience interfacing with internal customers and other functional support staff.
  • Strong organizational, written, and oral communication skills.
  • Ability to function well in a fast-paced, dynamic work environment.
  • Ability to manage multiple projects and tasks simultaneously.
  • Ability to effectively influence, negotiate, and communicate with internal and external business partners/customers and interact with senior leadership of the Business Unit
  • Ability to resolve highly complex issues, develop negotiating strategies and provide creative solutions.
  • Strong interpersonal, written and oral communication skills
  • Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.
  • Ability to multi-task and work in a fast-paced environment.
  • Knowledge of the FAR.
  • Costpoint experience.
  • Microsoft Word, Excel and PowerPoint experience
